The Bay City Rice Festival, originally known as the Rice Carnival, began in 1901 to celebrate the “Golden Rice Harvest” and the arrival of the Cane Belt Railroad. Despite Bay City’s small population of around 1,000 at the time, the event drew over 5,000 attendees. After a brief pause during WWII, the festival, now organized by the Lions Club, resumed in 1946 and continues annually, with only a few interruptions like Hurricane Carla in 1961 and the Covid-19 pandemic. The event features a carnival, parade, Rice Festival Queen, and more, benefiting local non-profits and scholarships.

The Matagorda County Fair & Livestock Exposition Association, a non-profit founded in 1944, has continuously hosted the county fair and livestock show, supporting the education and development of local youth. Since 1996, the association has awarded scholarships, starting with $12,000 to six graduates. Committed volunteers and a dedicated Board of Directors, along with over 100 members and a Junior Fair Board, work together to guide and support the next generation. Their mission: "Proudly Serving Today's Youth...Tomorrow's Future."
